Try deleting servers.json and serviceonconfig.json under %PROGRAMDATA%\certify (on english language versions of windows this is under C:\ProgramData\certify), then restart the Certify background service.
If the problem persists, try installing the app again by download it from https://certifytheweb.com and try temporarily disabling any security products which may be blocking access to the service.

On a working system the response should be 6.0.18.0
If the problem is still there, uninstall the app and reinstall it. Ensure there is no security software (such as anti-virus) that could be blocking the request.
